Move with protected personal data

If you have protected population registration, you make flyttanmälan (notification of change of address) in writing to Skatteverket (the Swedish Tax Agency), since the e-service does not work for you. If you have a secrecy marking, you can use the e-service. The protection follows your personal identity number and not the address, so it applies even after the move. Forwarding of post is ordered on a special form at Svensk Adressändring.

What protection is available?

Skatteverket has two types of protection. A secrecy mark is a warning signal to the authorities to carefully consider before disclosing your information, and you apply for it on form SKV 7708. Protected population registration is the strongest protection from Skatteverket: you remain registered in your old municipality even though you have moved, and in the register there is an address to Skatteverket, which forwards the mail. You apply for it on form SKV 7706. The police decide on the third protection, fictitious personal data, where you get a new name and personal identity number.

You can get protected population registration if you are at risk of being subjected to crime, persecution or serious harassment. Attach what shows the threat picture, for example investigations or certificates from social services or the police. All family members living at the address should apply, as the family can otherwise be used to find you. If you are seeking protection in connection with your move, you should not make a separate flyttanmälan.

How do I flyttanmälan with protected personal data?

With a secrecy mark, you can report the new address in the Tax Authority's e-service. With protected population registration, you cannot report your move digitally, but make a written flyttanmälan. If you have children with protected personal data, you cannot add them to a digital flyttanmälan. The protection is not affected by your move, as it is linked to your personal identity number and not to the address.

State the correct apartment number from Lantmäteriet (the Swedish land registration authority) in the notification, so that the mail arrives when it is sent on. How flyttanmälan is done otherwise is stated in the guide on flyttanmälan to Skatteverket.

Post and forwarding

With protected population registration, your post goes via Skatteverket. The person sending post to you puts the letter in an inner envelope marked with your full personal identity number, and sends it in an outer envelope to Skatteverket, Box 2820, 403 20 Gothenburg. Packages are forwarded if they weigh up to 20 kilos and are up to one metre long. Skatteverket recommends direct debit, e-invoice and a digital mailbox, as post via Skatteverket can take longer.

If you want your post forwarded from your old address, you order it on the Swedish change of address paper form for those with protected personal details. It is free of charge and applies for twelve months. You state your diary number with Skatteverket, fill in one form per person, also for the children, and the forwarding only works if Skatteverket has your new address.

Children

Children and young people can have their own protected personal details. If a child has protection against a parent, the details are not disclosed even to that parent. You report the children's move on a form, not in the e-service. The school's responsibility follows where the child lives, and how the school change is done is stated in the guide to moving with children.

Healthcare, removal company and landlord

You can use the e-services on 1177 even with protected personal details. Skatteverket does not provide any special advice on removal companies or landlords. Our advice is to only disclose the new address to those who need to have it, to tell the removal company that the details are protected and to ask them not to write the address on offers sent by email. If you need support, you can contact the police or social services.

How to move with protected personal details

  1. Step 1: If you are seeking protection in connection with the move: apply to Skatteverket on form SKV 7706 or SKV 7708, and do not make a separate flyttanmälan.

    16 § of the People's Record Act (1991:481), verified 5 October 2026

  2. Step 2: If you already have protected population registration: make flyttanmälan in writing to the protection office that has your case. With a secrecy mark, the e-service is fine.

  3. Step 3: Report the children on a form. Children with protected personal details cannot be added to a digital flyttanmälan.

  4. Step 4: If you want your post forwarded: order on Svensk Adressändring's paper form for protected personal details, one per person.

  5. Step 5: Switch to e-invoice, direct debit and digital mailbox, so less post goes via Skatteverket.

  6. Step 6: Do not disclose the new address to the removal company, landlord or others unless necessary, and tell them you have protection. our advice

Common questions

Do I need to submit a new application for protection when I move?

No. The protection is linked to your personal identity number and not to the address, so it is not affected by the move, according to Skatteverket. You report the move in writing if you have protected population registration.

Can I use the Flyttanmälan e-service with protected personal data?

With secrecy marking, yes. With protected population registration, no: then you make a written flyttanmälan. Children with protected personal data cannot be added to a digital notification.

Can I get the mail forwarded?

Yes. Svensk Adressändring has a paper form for you with protected personal data. The forwarding is free and applies for twelve months, but only works if Skatteverket has your new address. You enter your diary number with Skatteverket.

What is the difference between Privacy Mark and Protected Census?

The secrecy marking is a signal to the authorities to carefully consider before disclosing your information. With protected population registration, you remain registered in the old municipality, and your address is replaced with the Tax Authority's, which forwards the post. Fictitious personal details, with a new name and personal identity number, are decided by the Police.

The law behind it

The sections summarised, with a link to the legal text on riksdagen.se.

16 § of the People's Record Act (1991:481), verified 5 October 2026

You can be registered at a different address if you are at risk of crime, persecution or serious harassment (protected population registration). The protection can also apply to a family member living with you.

22 chap. 1 § offentlighets- och sekretesslag (2009:400), checked 6 October 2026

In the population registration, secrecy applies to information about an individual's personal circumstances, if it can be assumed for special reasons that the person or a close relative will suffer harm if the information is disclosed. This is the basis for the secrecy marking.
